What's the s way to implement AI - Free Tire API - Initial Phase

hi there, I'm working on a project where I need to implement AI for text generation.For that I use gemini api but it has limitations for 15 users per minute just like others. so in your projects how did you manage this in initial phase to get this effectively with no budgets. I'm just starting with this and I don't have that much idea about model as I'm learning it and exploring.
