I am looking for a 50-50 partnership with a software developer who can create an offline-capable information repository that automatically suggests contract provisions and clauses based on provided information.

1. Core Features • Clause Database: Store clauses and provisions locally

   • Search & Suggestion Engine: Automatically recommend relevant clauses based on keywords, contract type, or thresholds (e.g., dollar amounts triggering specific provisions). • Offline Access: Fully functional without an internet connection, with periodic updates as needed.

2. Technical Approach • Data Source: Use publicly available resources (e.g., Acquisition.gov) and structure them for local search. • AI or Rule-Based Logic: • Basic: Rule-based tagging (e.g., contracts above $250K require certain clauses). • Advanced: AI-powered NLP (fine-tuned local LLM) to analyze contract details and suggest clauses.

3. Implementation Considerations

• Customization: Allow users to modify or add agency-specific clauses
